Position Summary
The Senior Director for Housing First Services provides the leadership, management and vision necessary to ensure that Pathways to Housing PA’s core business has the proper operational controls, administrative and reporting procedures, and people systems in place to provide quality services and housing and to ensure financial strength and compliance with our contracts. Is also responsible for maximizing revenue and containing costs for assigned programming. Reporting directly to the CEO, this position serves as a key member of the Executive Leadership Team of the organization.
Essential Responsibilities
Provide leadership and management to the following operational areas: Housing First Services including clinical services, the housing department, community inclusion department, and Integrated Care.
Housing First Services
- Clinical Services (including Housing First Teams and Community Inclusion Department)
- Accountable for outcomes of Case Management Teams and all ancillary services supporting program participants, including community inclusion.
- Coordinate annual fidelity evaluations on programs utilizing best practices such as ACT, Pathways Housing First, and CBH, DBH, OAS, and other service contract requirements are met.
- Housing Department
- Accountable for outcomes of department that currently manages all housing-related aspects of moving individuals into permanent housing.
- Ensures the fulfillment of contractual obligations to HUD, OHS, etc.
- Manages costs and data related to maintaining master leased housing stock.
- Community Inclusion Department
- Accountable for outcomes related to community inclusion activities, education and employment services for housing first participants, alumni program services and Pathways’ shared housing initiative.
- Ensures the fulfillment of contractual obligations to funders, primarily the Department of Behavioral Health in Philadelphia.
- Manages costs and data related to programming.
Integrated Care
- Accountable for this unique program consisting of an FQHC satellite site, a COE/OUD treatment program, health care coordination contracts with several MCOs, and integration with existing psych and other services.
- Ensures the fulfillment of contractual obligations to partners and funders.
- Ensures maximizing revenue, especially with COE billing.
- Collaborates with partner agencies including Project HOME and Prevention Point Philadelphia.
Other Duties
- Serve as a key internal leader, attracting, coaching and retaining high-performance team members, and supporting staff in prioritizing their time and resources toward maximizing their impact.
- Hone the metrics and measurements that will quantify our program’s performance against goals and ensure the use of our internal systems for obtaining and reporting those metrics and measurements. Provide clear, accurate data to the CEO for dissemination to the Board and funding partners demonstrating programs performance against goals.

They must have proven experience in scaling a growing organization and a demonstrated ability to both lead and build the capabilities of a mission-driven, diverse team. Additional requirements are:
- Master’s degree
- Minimum 7 years of management experience, including 3+ years oversight of multiple departments.
- Understanding of business metrics including profit/loss statements
- Familiarity with federal regulations governing grantees
- Clear and concise oral and written communication skills
- Excellent analytical ability, making one a creative problem solver
- Strong organizational skills and meticulous attention to detail
- Ability to work collaboratively in a rapidly changing and diverse environment
Supervisory Responsibilities: Clinical Director, Medical Director, Director of Housing, Director of Integrated Care, Director of Community Inclusion, Executive Assistant
Physical Demands and Work Environment: Office and/or business environment. Some agency and community meetings and events. Attendance at fundraising and networking events. Some light lifting is required. Significant sitting and computer work is required. Significant interaction with agency clientele and the general public. There will be some travel to attend national conferences/events.
Salary Range: $120,000 - $130,000 per year
