Position Summary
The Director of Housing is responsible for ensuring the professional operation and management of the Pathways' Housing Department. The agency master leases approximately 500 apartments, which are supervised by the Housing Department and subleased to program participants.
The Director of Housing is responsible for all aspects of the Housing Department at Pathways to Housing PA. They will develop and implement systems and procedures to ensure that work is done effectively and efficiently. They will develop and cultivate relationships with property owners and property managers to ensure that we are able to house program participants in affordable units across the city of Philadelphia.
Essential Duties & Responsibilities
- Develop and implement systems and procedures to ensure that the work of the Housing Department occurs on a timely and cost-effective basis in accordance with all regulatory and fiscal requirements; ensure general internal and regulatory/fiscal contract compliance.
- Approve new apartment and property acquisitions. Oversee and approve the negotiation of leases, preferential rents, renewals and terminations.
- Manage processes for documentation regarding leases, rents, vacancies, and tenant related activity.
- Oversee the Use and Occupancy process, which includes coordination and review of agreements with participants prior to moving in.
- Maintain positive relationships with property owners and oversee quarterly training and networking events.
- Collaborate with the Clinical Services Department on systems and procedures to ensure coordination of housing and appropriate communication between departments, including overseeing coordination between teams and property owners.
- Ensure that Housing staff are meeting with clinical teams to review maintenance requests regularly.
- Create and update Standard Operating Procedures as needed and required.
- Oversee tenant housing/property legal actions in coordination with the Senior Director of Housing First Services.
- Additional related duties as needed.

Education & Experience:
- Bachelor’s degree in Business Administration, Real Estate, Management or other related field is preferred.
- 10 years of Property Management experience and/or related housing administrative roles.
- Project Management experience.
- Ability to work with diverse populations in critical and sometimes urgent situations.
- Excellent oral and written communication skills.
- Proficient in Microsoft Office Suite and basic project management tools.
- Supervisory Experience and demonstrated ability to manage staff and contractors. Strong interpersonal skills necessary.
- Spanish language skills are a plus. Bonus available for Spanish proficiency.
Supervisory Responsibilities:
- Oversee a team of seven full time staff in addition to contracted services for building maintenance issues.
- Two direct reports.
Physical Demands and Work Environment
- Mostly office environment with significant sitting and computer work required.
- Considerable walking and standing while visiting units.
- Interaction with agency clientele as well as regular interaction with all levels of staff.
Salary Range: $95,000 - $105,000 per year
